I have a FX5200 nvidia graphics card with DVI and VGA outputs on it. My

I have a Plasma screen about 3 meters way thought a wall that has a VGA
input ( No DVI).

Will a DVI to VGA adapter and a VGA cable allow me to clone the display
on the PC (So that I can watch what is happening on the PC on the Plasma
panal at the same time)

Check in the display properties to see if more than one monitor is
supported. I doubt it, but you never know.
Ignore the TV display option as that will use the Svideo connection.

The FX5200, as well as the rest of the 5xxx series and higher, all support
two displays being driven at the same time. It just requires enabling Clone
mode in the drivers, or Dualview via the nVidia control panel application.
